Submissions that analyse (1) the nature and extent of extra-territorial jurisdiction under
the ECHR; (2) the rules and principles applicable where obligations under
the ECHR conflict with other obligations under international law; and (3) the duty to comply with interim measures.
Submissions that address (1) the application of the ECHR to individuals outside the territories of the
High Contracting Parties and (2) the requirement that High Contracting Parties comply with their obligations pursuant to Article 2 of the ECHR when carrying out armed operations abroad or in a situation of belligerent occupation.
